Use a 1/4″ balsa stick for the leading edge, and a 1/2″ balsa stick for the trailing edge, sanded to the correct contour.

My kit is based on the Top Flite Schoolmaster II plan, available at Outerzone.  It was suggested by a customer that performance is better if the rudder is enlarged by 3/4″, so I’ve enlarged the rudder in the kit.  If you prefer to build it with the standard size rudder, cut off 3/4″ from the rudder trailing edge.
